How Can I Get My Chihuahua to Get Along With My Sister?

My 1 and a half year old chihuahua doesnt get along with my 3 year old sister. My chihuahua (Sandy) is always barking at my sister and pulling her clothes and my sister is always hitting Sandy. How can i make them get along and stop fighting?

By getting your parents to take charge of dog and child where are your parents in all of this the 3 year old should be supervised by your parents that is not your job
The 3 year old should not be able to hit the dog and the dog should not be allowed to pull her clothes your parents sister and the dog all need training
